Samuel Benin is the Acting Director for Africa in the Development Strategies and Governance Unit. He conducts research on national strategies and public investment for accelerating food systems transformation in Africa and provides analytical support to the African Union’s CAADP Biennial Review.

Josue Niyonsingiza is a Senior Research Analyst in the Development Strategies and Governance Unit, based in Kigali, Rwanda. Josue contributes to the research work of the Rwanda Strategy Support Program and of the Strengthening Food Systems to Promote Increased Value Chain Employment Opportunities for Youth project. His areas of interest include agricultural development and policy, youth labor markets, rural development, climate change and related shocks, food security, and the environment, including natural resources and sustainable land use. Prior to joining IFPRI, he worked as a consultant for The World Bank Group. He holds a master’s degree in Global Human Development from Georgetown University’s Edmund A. Walsh School of Foreign Service.
