Samuel Benin

Samuel Benin is the Acting Director for Africa in the Development Strategies and Governance Unit. He conducts research on national strategies and public investment for accelerating food systems transformation in Africa and provides analytical support to the African Union’s CAADP Biennial Review.

Risk of famine remains high in Gaza
Despite some improvements during April and May, the Gaza Strip continues to face catastrophic food insecurity with a high risk of famine, according to the latest assessment of the Famine Review Committee of the Integrated Phase Classification (IPC), released on June 25. (Read more)
Sudan’s food crisis deepens as conflict intensifies
After 14 months of escalating conflict, Sudan is confronting its most severe food security crisis on record. The latest IPC report, released on June 27, reveals that more than half the population is facing acute food insecurity, with a high risk of famine in multiple regions if immediate action is not taken. (Read more)

June 2024 has seen record-breaking heat waves across various parts of the world, significantly impacting agriculture and human health. These extreme heat events are linked to climate change, which is increasing the frequency, intensity, and duration of heat waves globally.

Food transfers, cash transfers, behavior change communication, and child nutrition: While global improvements in child nutrition have occurred over the last 20 years, undernutrition remains widespread. Akhter Ahmed, John Hoddinott, and Shalini Roy assessed the impacts on early childhood nutritional status of the Transfer Modality Research Initiative (TMRI) in two poor rural areas of Bangladesh, and found that cash transfers and nutrition BCC had a large impact on nutritional status. Enhancing agency and empowerment in agricultural development projects: Development interventions increasingly include women’s empowerment and gender equality among their objectives, but evaluating their impact has been stymied by the lack of measures that are comparable across interventions. Agnes R. Quisumbing, Ruth Meinzen-Dick, Hazel J. Malapit, Greg Seymour, Jessica Heckert, Emily Myers, and co-authors synthesized the findings of 11 mixed-methods impact evaluations of agricultural development projects from South Asia and sub-Saharan Africa. Sweetened beverage tax implementation and change in body mass index among children in Seattle: Few studies have assessed the association between sweetened beverage taxes and health outcomes. Suman Chakrabarti and co-authors evaluated the association between the Seattle sweetened beverage tax and change in body mass index (BMI) among children, finding that the tax was associated with a modest decrease in BMIp95 among children living in Seattle. Consumer preferences matter for transforming food systems for sustainable healthy diets: Evidence from rural Bangladesh: Food consumption patterns and consumer preferences are often not well understood in many countries of the global South. In this new IFPRI Issue Brief, Olivier Ecker, Andrew R. Comstock, Alan de Brauw, Xinshen Diao, and Md. Ruhul Amin Talukder examine demand responses to price and income changes among rural households in Bangladesh. (Read IFPRI Issue Brief)
 
Trade policy and food price volatility: Beggar thy neighbor or beggar thyself?

Recent shocks have disrupted global food and fertilizer supply chains—causing price spikes and increased price volatility—a disastrous combination for many vulnerable consumers around the world. As in past global food price crises, governments have used trade policies to try to protect consumers from rising prices. Will Martin, Abdullah Mamun, Nick Minot, and Rob Vos examine the impacts of these policies on world rice and wheat prices. (Read blog)
World Food Safety Day 2024: Empowering consumers and small businesses with information: Measures to promote food safety benefit everyone. In observation of World Food Safety Day 2024 (June 7), Vivian Hoffmann highlights IFPRI research that shows several key ways that interventions targeted at vendors, butchers, and other small businesses can make a clear difference in food safety and public health. Shaping the future of agrifood systems: Insights from an Avanzar2030 workshop in Costa Rica: The project Avanzar2030: Innovation for Sustainable Agrifood Systems seeks to identify policies, technologies, and institutions that can drive positive change in LAC—and contribute to larger global efforts. Experts: What is causing food prices to spike around the world? Carbon Brief quoted Rob Vos in this article on the biggest factors driving spiking food prices since 2023. “Food prices in global markets are most sensitive to weather conditions and supply disruptions in major producing countries,” Vos said. How an innovative modeling work can power governance in Indonesia: FAO writes about a pioneering evidence-based approach developed by a team of researchers from the Christian-Albrechts-University of Kiel, IFPRI, the International Institute for Applied System Analysis (IIASA), and the International Institute for Sustainable Development (IISD), which has supported the Government of Indonesia in considering new policy opportunities to transform the country’s agrifood systems.
